Visiting Session of CSTO PA Permanent Commission on Political Issues and International Cooperation Held in Yerevan

On September 29, in the RA National Assembly moderated by Khosrov Harutyunyan the visiting session of the CSTO PA Permanent Commission on Political Issues and International Cooperation was held.

The Committee Chair Khosrov Harutyunyan welcomed the participants of the session and wished them productive work.

The Head of the CSTO Secretariat Information Programme Department Alexander Vinidiktov presented the issue on the work procedure of the ratification of the international treaties signed within the CSTO framework. Khosrov Harutyunyan proposed the Committee members to activate the ratification process of the international treaties through the relevant Committees of the parliaments of the CSTO Member States.

The member of the Committee on International Affairs of the House of Representatives of Belarus Sergey Patsevich presented a report on the issue relating to the priorities of the presidency of the Republic of Belarus to the CSTO. Regarding this issue the Committee Chair Khosrov Harutyunyan touched upon the necessity of the constructive dialogue and coordinated work between the CSTO Member States. At the sitting the political agreed positions in a number of issues by the CSTO Member States were highlighted.

Sergey Patsevich also presented the results of the OSCE PA Annual Summer Session, which took place in July 2017 in Minsk.

In their speeches the First Deputy Chairman of the RF FA State Duma Committee on International Affairs Dmitry Novikov and the First Deputy Chairman of the RF FA FC Committee for Agrarian and Food Policy and Environmental Management Sergey Belousov talked about the documents of the CSTO Member States, which are addressed to the CSTO PA. Khosrov Harutyunyan emphasized the steps taken to the strengthening of the parliamentary diplomacy and the rise of the parliament’s role.

The item relating to the political situation of Serbia was also been on the agenda, which presented the member of the Serbian Delegation to the CSTO Jovan Palalic.

At the sitting of the RF FA State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Alexander Vinidiktov, the Head of the CSTO Secretariat of Information Programmes Department presented the report of the CSTO Secretary General Yuri Khachaturov on the CSTO activities.

The Chairman of the CSTO PA Permanent Commission on Political Issues and International Cooperation, the RA NA Standing Committee on Economic Affairs Khosrov Harutyunyan presented the issue on holding of the inter-parliamentary hearings to be held on September 30, which related to the effective counteracting of the collective security system to the hybrid warfare in modern conditions. He expressed hope that the hearings would be held in the constructive atmosphere.

Mr Harutyunyan presented his observations on the draft law of the CSTO PA working programme, proposing also to include the scientific-expertise potential of the CSTO PA Member States in the organizational works of the hearings.

The Committee made a decision to nominate for award the First Vice-President of the Academy of Geopolitical Problems Igor Kefeli for his contribution to the inter-parliamentary cooperation of the CSTO PA Member States.

The Committee approved all debated issues, also including the draft summarizing document of the CSTO PA parliamentary hearings on parliamentary coordinated work in fighting the international terrorism.

The Director of the Caucasus Institute Alexander Iskandaryan in his speech Genesis and Dynamics touched upon the cultural commonalities, the cooperation in security issues, dangers and challenges of the CSTO regional countries.

The next sitting of the Committee will be held in Saint Petersburg.
